Whose
Summit? Whose Information Society? Developing countries
and civil society at the World Summit on the Information

This book, commissioned by APC
and written by David Souter, analyses participation
and looks at the impact of WSIS on international ICT
decision-making in general. It makes recommendations
to all main actors about how future decision-making
might become more inclusive of developing countries,
non-governmental actors and their concerns.

From
August 2005 until April 2006, an evaluation of APC’s
information and communication technology (ICT) policy
involvement from 2002 to mid-2005 was carried out by
an independent consultant. “The overall conclusion
from this evaluation has to be that APC is an energetic,
active, committed organisation that has achieved a lot
with limited staff and resources. [.. and] APC is highly
respected. This respect comes from a range of different
players and extends over technical, advocacy, and political
aspects of its work.,” but, says the writer, “Perhaps
the overwhelming message is to aim lower.”

APC’s
fifteenth year will be remembered with a sense of bereavement
as well as achievement. Networks gain their energy and
character from the people inside them, and the loss
of a close network partner makes a difference. One of
APC’s longest-serving council and board members,
Chris Nicol from Pangea in Barcelona, died on 29 August.
At the same time,
the APC network continued to grow in size and diversity.
This was demonstrated powerfully at two events in 2005.
First, the APC council meeting in October in Varna,
Bulgaria, where some of APC’s founders gathered
together with new members and staff. And, second, the
culmination of the World Summit on the Information Society
(WSIS) in Tunis in November, where the APC stand, inside
the Building Communications Opportunities (BCO) village
in the exhibition centre, overflowed with members and
partners from around the world.

In
2004, APC became focused on producing policy commentaries,
proposals and positions, reflecting its independent
and critical perspective. APC formed strategic alliances
with like-minded groups with whom for instance it promoted
the position that the internet is a global public good.
The APC annual report 2004 includes APC's advocacy work
for the United Nations summit on the information society
(WSIS) as well as in stimulating and supporting accelerated
ICT policy and regulatory reform in six African countries.

2003
was memorable for one particular process that galvanised
our efforts - the World Summit on the Information Society
which took place in Geneva in December 2003. WSIS was
a watershed in public participation as information and
communications policy shifted from the obscure world
of techno-jargon to be recognised as social policy that
affects everyone. From APC's perspective as a network
of ‘social techies’ this was a major break-through.

and dispenses with the jargon to encourage more people
to get involved in information and communication technology
(ICT) policy processes. This book is for people who
feel that ICT policy is important but don't understand
much about what is involved.Chapters cover basic questions
such as "What are ICT and internet policies and why
should we care about them?", studies markets and access,
national ICT and internet policy and regulation and
looks at specific issues in policy and regulation including
privacy and security, cybercrime and gender and ICTs.

Involving
Civil Society in ICT Policy: the World Summit on the
Information Society

Access
to information and communications technologies (ICTs)
is expanding but the majority of people in developing
countries are still excluded, says APC. At
the United Nations’ World Summit on the Information
Society (WSIS), held in Geneva in December, governments
will agree on a declaration and action plan that could
enhance or hinder access to ICTs for the vast majority
of the world’s population. APC and the CRIS Campaign
have been following the WSIS process and our publication
– “Involving Civil Society in ICT Policy:
the World Summit on the Information Society” –
highlights some of the principal issues at stake.
